How does one go about improving the ranking of a mobi site within mobile search engines like m.google.com? Do the same methods and techniques apply as with normal web sites?
Similarly, are inbound links from other mobi sites more important than links from web sites?
I ask this because I'm not familiar with many mobi sites that link users to other mobi sites. Come to think of it, I don't recall any web sites that link to mobi sites either. So how does one even get indexed as a mobi site?

Hi mobile SEO is very much in flux for what I have seen - certainly one key item is linking in, plus making sure the .mobi site is actually mobile-compatible in its coding, images and content, and not just a slightly revamped version of an all singing and dancing website under different domain.
This usually requires re-building and some tough decisions that cut down on content, richness and options, to be relevant to small screen users on the move.
Good example here is the use of forms which in today's Ajax-glory on the web can easily handle dozens of fields, dropdowns and checkboxes, while we would always recommend to stick to 3 fields per form page on a mob site.
The linking from web to mob sites can happen a. by having an option for the website visitors "enter your mobile number here and we'll send you a link to our mob site", and b. scripting and detecting mobile devices as they access the web pages, and auto-redirecting them to the mobile site.
